「節目の時期」を名詞として使うなら、the changing of the seasons と言います。
例えば、「節目の時期は綺麗ですね」は The changing of the seasons is beautiful.
時間として使うなら、どっちもいいです。the changing of the seasons の方にすれば at という前置詞で「いつ」を表せます。
「節目の時期には風邪をひいてしまう。」I always catch a cold at the changing of the seasons.
when the seasons change の方は時として扱うしかないから、
「節目の時期には風邪をひいてしまう」は I always catch a cold when the seasons change. とも言えます。
この場合、次のような言い方が良いかなと思います。
ーa turning point in one's life
「人生の節目」
ーan important juncture in one's life
「人生で重大な時点」
例：
My son just finished university and started a new job, so it's kind of an important juncture in his life.
「息子は大学を終え新しい仕事を始めたところで、節目の時期にあります」
