I have to speak with you about many things however we do not have much time. This answer is based for a formal person. Or in a place where you have to show respect. I do in fact have allot to say. But there is not enough time to say it in. This phrase is used when you are speaking to someone that is your friend or colleague. Respect is still shown however it is not as much as the first phrasing.
例文 I have to speak with you about many things however we do not have much time. (話したいことがたくさんあるのですが、時間があまりありません) この回答は、フォーマルな(改まった)言い方です。敬意を表さないといけない場面で使えます。 例文 I do in fact have a lot to say. But there is not enough time to say it in. (話したいことはたくさんあるんだけど、話す時間があまりない) このフレーズは友人や同僚と話す時に使えます。敬意も表していますが、最初の文ほどではありません。

If 'time is at a premium' it means that something need to be done soon - in this case, discussion. The point is that discussion should be limited to one topic due to the time constraint.
time is at a premium'は、何かをすぐに終わらせなければならないことを表します。この場合は「話」です。 時間がないので一つのトピックに限定すべきと言っています。

"There's not enough time!" This expression is implying that there is not enough time, there is a lot to do/say and time is limited. "So much to say, so little time!" This phrase is used a lot, often when you have a lot to talk about/ a lot to say but the time is limited and you are unable to talk for long.
"There's not enough time!"(十分な時間がない!) これは、時間が十分にないこと、たくさんすること、言うことがあるのに時間が限られていることを意味します。   "So much to say, so little time!"(たくさん言いたいことがあるのに、時間がない!) これは、たくさん話すことがあるけれど、時間が限られていて長くは話せないことを表すフレーズです。

I think the original quote is just fine but throwing more complex words like "although" or "unfortunately" can make it a little more meaningful. An exasperated expression like "shoot" can show the other person that you really want to talk more don't have time
元の言い方でいいと思いますが、  "although"(~だけれど)や  "unfortunately" (残念ながら)のような複雑な言葉を使いたいなら、もう少し意味のあるものになるでしょう。 "shoot" (やばい)のようなイライラした表現は、相手に本当にもっと話したいけれど時間がないことを伝えることができます。
