"so it's understandable that..." の訳した文章はよかったと思いますが「了承できる」というヌアンスがあります。その「仕方がない」を「結論的に」「する手がない」ように伝えようと思ったら、 "so your new hours will be shorter than the others'" の方がいいと思います。
the others' は「他のスタッフさんの（勤務時間）」ということです。
New employees only get short shifts to start with.
この場合、次のような言い方ができますよ。
ーNew employees only get short shifts to start with.
「新人は最初、短いシフトしかもらえないんだよ」
new employees「新人・新入社員」
to get short shifts「短いシフトを得る」
