最初に、今の大統領がそう言いますが、証拠は何もないです。なので、「because he says that some terrorists have...」と言った方がいいです。 それに、全部の移民ではなく、ある団体はダメだと言っています。なので、「He won't allow that group to enter the US」（その団体がアメリカに移民することは許さない）と言った方がいいです。 紛れている = have infiltrated, are hidden among, are mixed in with

「テロリストが紛れて入り込むから、移民政策は厳しい」ということを英語にすると「There may be some terrorists among migrants, so immigration policy is tight」になります。 これだけでは、色の無い英語になりますので、追加で提案いたします： 「There are fears that some migrants may be potential terrorists, so the President is tightening immigration」 アメリカの移民政策なのかもしれないですが、テロリストよりも「犯罪人」（criminal）が入国する恐れがあるため、移民政策を厳しくしているのだと思います。これについては、「terrorists」を「criminals」に入れ替えれば良いと思います。

Tom さんの文章をいじって英訳を作りました。 「移民」は an immigrant, immigrants (人の話では）。He doesn't allow immigrants -- なぜ？ because ... "because they include some terrorists" は言えそうですが必ず紛れているかどうかわかりませんので he believes that (信じているのは） there are some terrorists in that group （その中でテロリストがいます）という英文になります。
