「英語だと」を拡大して「英語を使って話しているとき」または「なら」を英語で言うと If we are using English になります。
「言いたいこと」を「言えること」に変更して、「言えることが限られている」にして、 there is a limit (リミットがあります）to how much we can say (どのぐらい言えるかリミット（制限）があります）という。
受け身ではない言い方は "If we are using English, we are limited in how much we can say." です。
