This sentence helps to explain why the sun is rising later (Later in the morning, after 7 am, etc.) because it is winter. You could also use this to mention "the sun rises later than in the fall", too.

日の出は「sunrise」で遅くなったのは「to become later」ですが、秋のとき、遅くなってきたというニュアンスのため、「these days」というのは自然かもしれません。しかし、完全に変わったのは、「the sun is rising later」あるいは、秋が始まったら、「The sun has begun to rise later」と言えます。
