今度の「髪の毛」＝「前髪」と思いますので，"hair" ではなく，”bangs"を言うのが適切ですが，別に"hair"を言っても問題ありません。

この場合、次のような言い方ができますよ。
ーCan you please cut my hair just above my eyes, but not too short?
「短すぎず、目の上ギリギリで髪を切ってもらえますか？」
just above my eyes と言うことで「目の上ギリギリ」のニュアンスになります。
