から = from
代表者 = representative
１～２名 = 1 to 2 people/names
決める = decide / decide on -> choose / select
ください = please

もう一つの言い方は

Due to changes in company regulations, the procedure for certain tasks will be changing. We will hold a meeting to communicate this within the company, so each department needs to designate 1 or 2 representatives to attend.
とすると、「社内規定の変更に伴い、とある業務の手続きの仕方が今までと変わります。
社内への情報展開のために一度説明会を開催するので、各部署から代表者を決めてもらって出席してもらう必要があります。」となります。
