海外を訪れる = go abroad もし。。。ことができたら = if you could 何をしたいですか = what do you want to do? I wanted to talk with people from oll over the world. --> I want to talk with people from all over the world. 私だったら「I'd like to talk to people from around the world」を言います。

「海外」の英訳は「abroad」だけではなく、「overseas」でもOKです。 「if you were to」は仮定法（subjunctive mood）です。この場合では、「I」でも「he/she/it」でも「were」を使います。仮定法は仮定の状況で使います。 If I were to go to Germany, I would visit an old castle. もしドイツに行ったら、古いお城に行くでしょう。 でも、日常会話で大勢のネイティブは「If I was to」と言います。
