「〜を前提に」は英語で「on the premise that」や「on the assumption that」、「on condition that」といいます。

例に挙げられた２つの「〜を前提に」は少し意味が異なります。
「みなさんがもう既に[知っている](https://eikaiwa.dmm.com/uknow/questions/58537/)という前提で」は、「知っているのを当然のこととして」の take 〜 for granted が使えるケースです。
今回この「〜」の部分は
「みなさんがもう既に知っている」= you have knowledge of it
ですが、これをそのまま〜に入れると長いので、
take it for granted that you have knowledge of it
と、"that you have knowledge of it" を it で置き換えるのがいいです。
次に「[匿名](https://eikaiwa.dmm.com/uknow/questions/60685/)を前提に情報を提供する」の場合は「匿名という条件で」なので、
on condition of anonymity
となります。
「匿名」は anonymity です。

上記のように英語で表現することもできます。
いずれも「〜を前提に」という意味の英語表現です。
