❶What’s worst is that... (さらに良くないのが)
❷On top of that.... (その上に)
という意味です。
例えば:
Mr. Tanaka will be quitting in March, on top of that Mr Suzuki will be quitting in April.
(田中さんが3月で退職されます、その上、鈴木さんは4月に退職されます)。
Which means we will be very low on staff!
(つまり、人手不足ってことになります！）
Mr. Tanaka is quitting this month, what’s worst is that Mr Suzuki is quitting next month.
（田中さんが今月で退職されます、さらに良くないのが、鈴木さんは来月退職されます)。
Which means we will be very low on staff!
(つまり、人手不足ってことになります！）
*Quit- 仕事をやめること。定年退職 なら retire です。
*low on staff 人手不足

ーMr. Tanaka is going to retire in March. On top of that, I have more bad news. Mr. Suzuki will also be retiring in April, so we'll be short staffed after that.
「田中さんが3月に退職されます。さらに良くないお知らせがあります。鈴木さんが4月に退職されるので、人手が足らなくなります」
On top of that, I have more bad news.「さらに良くないお知らせがあります」を使っても表現できます。
