Necessarily - 必ずしも
To study abroad - 海外で勉強する
It is possible to master a foreign language in your home country. - 「母国でも外国語をマスターすることができます」
It is possible to - 〜が可能
To master a foreign language - 外国語をマスターする
Home country - 母国
When you're studying a foreign language, you don't necessarily have to go to the country where that language is spoken.
この場合、次のような言い方ができますよ。
ーWhen you're studying a foreign language, you don't necessarily have to go to the country where that language is spoken.
「外国語を学んでいる時、その言語が話されている国に必ずしも行く必要はない」
country where that language is spoken で「その言語が話されている国」と言えます。
