「含まない」は not include と言えます。

となります。
「サービス料」は service charge
または contain「含む」を使っても言えます。
This cake contains very little sugar.
「このケーキは少しの砂糖しか含まない。」＝「このケーキはほとんど砂糖を含まない。」という言い方です。
This cake only has a little sugar in it.
「このケーキはお砂糖が少しだけ入っています。」
このように have を使っても言うことができます。
