can buy/it is possible to buy/ be able to buy: 買える/ 購入することができます
お小遣いは allowanceと言いますが、これは親が子供にあげるお小遣いを指す時に使うことがほとんどです（許して与えるもの、手当のような意味合いなので）。
The average allowance for kids ＝「子供にあげるお小遣いの平均額」
子どもが自ら my allowance ということはまずないと考えていいと思います。

ぐらい単純でないと小さい子には難しいのではないでしょうか。
もう少し大きくなったら以下のような言い方もいいと思います。
Yay! I can buy that with my own money!
やった！それ、自分のお金で買える！
Yay! I can afford that!
やった！それなら買える。
afford は日本語では訳しにくいのですが、「金銭的にゆとりがある」「買う余裕がある」という意味です。よく使われるのは高価な買い物をする時に、金額を提示されて、予算内であれば I can afford that. というなどです。
