まさにこれにぴったりの言い方がありますよ。
どれも「あいつら暇だよね」って感じのいい方ですが、直訳すると以下のようになります。
ーThey have too much free time on their hands.
「彼らは手に自由時間を持ちすぎている。」
ーThey have nothing good to do with all their free time.
「彼らは自由な時間を使って何も良いことをすることがない。」
ーThey have so much time on their hands they don't know what to do with themselves.
「彼らは手にたくさんの時間を持ちすぎて、どうして良いかわからない。」
これが「あいつら暇だよね」というちょっと上から目線の言い方になるわけです。
