either は否定の場合に使うものですので、肯定文では使いません。使いたい場合には他の方の回答のようにして使う必要があります。
I would を使うのであれば、I would say yes and no. という答え方ができます。
この場合は「イエスともノーとも言えない」ではなく、「イエスでもありノーでもあると言えるだろう」という意味になります。見方は違いますが、根本的には同じことを伝えていることになると思います。
