Self-declaration
自己と申告をハイフンで繋げて self-declaration で良いと思います。
イートインを単語化する場合も同じく eat-in。
（ハイフンがなくても伝わりますがつけるのが基本です）
「イートイン脱税について話したい。店内で食べるか持ち帰るかの自己申告から始まります…」
"I'd like to talk about the eat-in tax evasion. It starts with the self-declaration regarding whether to eat in or take out..." など
