入閣待機組って英語でなんて言うの？

日本では長く議員をやってさえいれば知識や能力がなくても大臣になれる。このため「入閣待機組」という概念が生まれますが英語でなんというのでしょうか？

例）入閣待機組から大臣に任命してゆくというやり方では専門性が低く、いざと言うときには全く頼りにならないと判った。
と言いたいです。
