「できてないね」は英訳すれば、「haven't been able to」や「can't help」と言います。
「haven't been able to」の例文：
Even though we need stay home, I haven't been able to do it.「自粛しなくちゃいけないのに、全然自粛できてないね」
同じ風に「can't help」という表現を使うと：
Even though we need to stay how, I can't help but do it.「自粛しなくちゃいけないのに、全然我慢できなくて（出歩いてしまう）」
「～できてない」という表現は英語で伝えたいとき、上記の2つの英語の表現を使ってみてください。
