譲渡条件が厳しいって英語でなんて言うの？

里親団体からペットを譲り受けたい話を知人に説明したいですが､どうもしっかり伝わってないようです。譲渡条件が厳しくて(他の団体も)いつも審査に落ちるんだ。知人に説明してみたいと思います。
