この表現は「half-decent」に訳しても大丈夫です。中にあるダッシュの「-」が必要です。
ちなみに、「振ってきた」＝「waved」ですが、「振ってきた人」が英語で「the person I said goodbye to」になります。
例文：
I'm glad that the person I said goodbye to wasn't a half-decent person. If he was, breaking up would be hard, but since he wasn't, it wasn't difficult in the end.
振ってきた人が中途半端にいい人でなくてよかった。いい人だったら別れも辛いけど結果的にそうではなかったから吹っ切れられる。
