I can't make it. は「行けない。都合が悪い。」という意味です。
I can't go to ~. ＝〜に行けない
I can't join ~. ＝〜に参加できない
例えば、パーティーに行けないという時は
I can't make it to the party.
I can't go to the party.
I can't join the party.
などと言います。
「行ける」と返事をしていたのに行けなくなってしまった場合は
Something came up (用事ができてしまった。）を前につけて、
Something came up, and I can't go to the party.
と言ったらいいと思います。
① I can't take part in the party.
take part in 〜で「〜に参加する」という意味です。
② I can't participate in the gathering.
participate in 〜も「〜に参加する」という意味です。take part inとほとんど違いはないと思います。強いて言わせて頂くと、participate in の方がフォーマルな気がします。
また、gatheringは「飲み会」という意味で使われていたのを聞いたき事があります。
