席を譲る行為自体はgive up seat for...という言い方をします。

Not many young people can give up their seats for elderly people on a train these days.
電車でご老人に席を譲ることのできる若者は最近少ない。
Most of this process may be accomplished by body language. If you stand up and gesture towards your seat, it is perfectly clear what you are trying to communicate. If you must say something in this situation, it is considerate and polite not to make a great 'song and dance' about it in public:
"Please sit down!" or simply, "Please." with a gesture, is more than enough.
