「みんなその話をしている」というときに使います。
［なになに＋be the talk of the town］
↑↑この形で使うことが多いです。主語は「人」または「物」です。
the town の代わりに the world などが使われることもあります。

if someone is being talked about positively they can be
"the much acclaimed" or "the much revered"
sometimes if the talk is negative it can be expressed as
"their behaviour is the talk of the town currently".

話題になっている人のことがポジティブな場合、次のように言えます。

誰かがネガティブな話題となっている場合は、次のように言います。

（彼らの振る舞いがいま話題となっています。）
When someone or something has suddenly become widely talked about, the person or thing, becomes the talk of the town. Also, such a person or thing will have become an 'overnight sensation'. Someone becomes widely talked about if that person has done something wonderful or exciting such as winning a popular dance competition.
So you may say:
He/she/it is the talk of the town.
or
He/she/it/ is an overnight sensation
人やものが突然話題になる（widely talked about）ことは「the talk of the town」で表せます
また「overnight sensation（一夜でスターになった人）」という言い方もあります。
有名なダンスの大会で優勝するなど偉業を成し遂げた人は、話題（widely talked about）になります。

A 'hot topic' is something that is very popular and lots of people are talking about it. It could be anything from a recent famous movie, to some personal gossip about someone. A hot topic is anything
that gets people talking and many people are discussing it.
The 'talk of the town' is a person or thing that many people in a town, city, or any place like a school or office, are talking about in an interested or excited way.
hot topic' とはとても人気がある物や多くの人が話題にしていることを意味します。最近人気の映画から誰かの個人的な噂まで何にでも使うことができます。
hot topicはたくさんの人の間で話されていたり話題になっていたりするものすべてに使うことができます。
'talk of the town' とは町中の人が学校や職場等で盛り上がって話題にしている人や物事のことを言います。

Topic=a matter dealt with in a conversation
Discussion=a conversation or debate about a specific topic.

Subject=a person or thing that is being discussed
