「温かい服装で出かけなさい」は「出かける時には温かい服を着なさい」という言い回しになります。その場合、ただ wear ~ だけでなく、(アドバイスなので)make sure をつけると自然に伝わります。 wear something warm「温かい何かを着る」という表現の他、wrap up warm という言い方があります。wrap up は物に対してだと「包む」になりますが、人に対してなら「着込む」といったニュアンス。それに warm を添えることで wear warm clothes と同じ意味になります。

You can translate 温かい服 as "warm clothes," but it is more natural to say "dress warmly."

To wrap up warm = to put on enough clothes so that you do not feel cold "She's all wrapped up warm with this big old coat on." It's freezing ="It's freezing!" is a common way to say "it's very cold". Technically, "It's freezing" should mean that the temperature is below 0ºC. But people sometimes say "It's freezing!" even when the temperature isn't below the true freezing point.
To wrap up warm = 寒くないように洋服などで着込むという意味です。 "She's all wrapped up warm with this big old coat on." (彼女は古い大きなコートを着込んだ) It's freezing ="It's freezing!"(凍えるほど寒い)は、一般的によく使われる言い方で"it's very cold"(ものすごく寒い)と同じ意味です。 厳密に言うと 0℃以下を"It's freezing"(凍えるほど寒い)と言うべきですが、氷点に達していなくても、よく "It's freezing!" と言います。

In English, sometimes we use the expression, put lots of layers on, when asking someone to dress warmly. It means to put on several items of thinner clothing, which will keep you much warmer than just one thick layer.
「暖かい格好をしてね」と言うとき、英語では時々 'put lots of layers on' という表現が使われます。これは「薄めの服を重ね着する」という意味です。厚い服を1枚着るよりも、薄めの服を重ね着した方が暖かいですからね。
