bother = 邪魔する、手間がかかる等
Excuse me sir.
「（男性に対して）失礼します」
女性ならsirのかわりにma'am を使ってください。sir やma'am を使うととても丁寧な表現になります。
「すいませんがここは喫煙所ではないですよ」
Sir, I'm sorry to bother you, but this is not a smoking area.
という感じで言ってみたらどうでしょう？
一般的で一番無難なのが「Excuse me」または「Sorry」です。
★Excuse me but this is a non-smoking area.
★Sorry, this is a non-smoking area.
「Excuse me」や「Sorry」でスタートして相手の注目をゲットし、次に要件を伝えます。
「本当に申し訳ないのですが…」のように、相手にもう少し配慮する場合は
★I'm terribly sorry to bother you, but...
★I hope I'm not bothering you too much, but...
ではじめると良いと思います。
