→「お酒」という表現は使っていませんが、その意味も含まれてます!
とにかく盛り上がろう!というようなニュアンス。

また誰か人を誘っている感じですね!

However, it is usually said because you are happy to be finishing this activity. So when doing some enjoyable things, this would not be appropriate - unless you are then going on to do even more enjoyable things!

"paint the town red" means to have a great time out on the town.

You could say "I will celebrate tonight." To celebrate is to acknowledge a happy occasion and in this context it would be a way to say you are going to go out and have fun and drink.
An English idiom to say you are going to go out and drink and have fun is to say you will "hit the town".
