The information is designated as officially secret and accessible only to authorized people.

Something that is private and confidential is not for everyone to see and is often used in a business environment.
Something that is for the addressee only means it is only for the person whose name is on the document and no one else.
Something that is personal is private for you and not usually used in a business environment e.g. doctor's records etc.

for the addressee と言うと、宛名の人以外は見てはいけないという意味にしかなりません。
personal はあなたにとって個人的なことで、通常ビジネスの環境においては使われることがありません。
