Well, a budget is about precise figures and so the maximum amount you have available, or wish to spend defines what your budget is. So your budget should not be 'around' anything (as that defeats the point of having a budget). Another way of talking about your limit is by using the term 'maximum spend.'

If you feel like giving a store owner a full explanation, you can, and break down your whole budget to them. First you must specify that you have a limited budget, then tell them how much you are able to spend on certain products. "My budget only allows 10 yen a day for food" or "I have a limited budget, therefore I can only spend 25 yen on this product". Otherwise, it is very common for people to simply say, "I'm on a budget" and that explains that they can't spend a large amount of money, without being specific about how much money goes where and when, it's no ones business the amount of your budget, especially a store keeper.
