You first want to make sure that the other person understands what you are saying. I would ask the question, "Do you understand what I am saying?"If they do not understand, try explaining it in a different way.
If they do understand you could say "Don't be afraid to say something." You could also say "I would like to know your opinion." These responses will make the other person more inclined to share their thoughts with you. My advice always is to speak kindly towards others and then they might respond.
