This picture is not your little brother とすると、厳密には＜写真＝弟＞となり、モノと人物を同等扱いしていることになってしまうため、"picture of you", "picture of your little brother" （〜の写真）とする必要があります（例文2）。
また、写真という言葉を使わずに、写真の中の人物を指差して『これはxxではなく、○○だよ』とするとよりシンプルにまとまります（例文1）。
This isn't your baby brother. This was you when you were tiny.
この場合、次のような言い方ができますよ。
ーThis isn't your baby brother. This was you when you were tiny.
「これは弟の写真じゃないよ。あなたが小さかった時の写真だよ」
