It seems the question here is if the app is for meeting people and making friends - or an English practice site? But either way, this is quite a normal type of question. It does not mean the questioner is always interested in you as a potential boyfriend or girlfriend - it may just be small talk and polite conversation - unless they actually ask to date you, of course.
