It's creepy how many people 「不気味くらい人数が多い」
英語にすると"scary（恐い）"より"creepy"の方が良いです。きゃーー！と逃げるほど恐くない。ただ、ちょっと気持ち悪いですね。
just stare at their phones 「ただ携帯をじーとみつめるだけ」
外を眺めたり、相手と話したり、本を読んだりする方が良いのに、つまらないことする。この場合"just”が相応しいです。
on the train 「電車中」

この場合、次のような言い方ができますよ。
