There is always a warning sign at the beginning of the road warning drivers wishing to travel along the affected road not to proceed because the road has been closed due to heavy snow. So, you may say:

"due to" and "because of" mean the same thing. You can also be specific by referring to the specific road/highway that is closed by saying "Mt Simon drive is closed due to heavy snow."
高速道路が大雪で通行止めの場合以下のように言うことができます。

高速道路は大雪のため通行止めになっています。

-They closed the highway because of the snow.
