"Plugged"is another word for blocked. In American English, it is common to say this when the toilet won't flush.

The first two sentences simply state that there is something wrong with the toilet and that it won't flush.

The toilet is clogged. -
If there is something blocking the toilet, you can say that it is clogged. The word 'clogged' means that something is blocking or obstructing something so nothing can pass through.

This unfortunate circumstance can happen, especially while staying in a foreign accommodation. 'The toilet is broken' indicates a general problem with the toilet. Usually someone will then ask 'What's the problem?' and the specific answer is that it is 'blocked', clogged', 'stopped', 'stuck' or 'the water is not going down'. The latter describes the physicality of the actual problem without getting too specific, especially if one really doesn't know (or care) why the toilet won't flush.

Both of these sentences state that the toilet will not flush.

1. "The toilet won't go down" is another way of saying the water isn't going down after flushing. Here, we aren't saying the toilet itself isn't literally going down, but the contents in the toilet won't go down the drain.
   
   2. When you refer to something as "backed up", it means it is blocked and it is prevented from going further. You can use backed up in a variety of situations, such as plumbing (i.e. kitchen, bathroom) , or traffic, or when you're simply waiting in line and it won't move.
