Someone who reads the news on television is known as a news reader or a newscaster. The same title can be given to a person who reads the news on radio. The news reader or news caster only appears on the screen when he/she is about to read the news. After reading the news, he/she leaves the screen to the anchorman/woman.
So, you may say:

A news reporter is somebody who reads the news in front of the camera. They are normally very well dressed, wearing a suit and are well-groomed. There is usually a separate person who gives the weather report. They have a satellite image in front of them of the country that they are forecasting the weather for.
