対象外って英語でなんて言うの？

「対象外」は英語ではこのようです。

(1) ineligible；not eligible

I am ineligible for national health insurance.
私は国民保険の対象外です。

「５歳以下の子供は〜の対象外です」ならば、
Children aged 5 and under are ineligible for ~

(2) excluded；not included

This item is excluded from the sale.
こちらの商品はセール対象外です。

「５歳以下の子供は〜の対象外です」ならば、
Children 5 years old and under are excluded from~

ご参考までに。

eligible は「資格がある」とか「適格である」という意味の形容詞です。

for + 名詞 の例は
　eligible for the program 「そのプログラムの対象で」

for + 動詞 の例は
　eligible to take part in the event 「そのイベントに参加できる」

といった使い方です。

「５歳以下の子供は〜の対象外です」ならば、

　Children aged 5 years old and under is not eligible for 〜

というような文になります。

「対象外」は英語で ineligible や not eligible と言います。

例）

５歳以下の子供は対象外です
Children under 5 are not eligible
Children under 5 are ineligible

Not eligible と ineligible は全く同じ意味とニュアンスです。
