Saying "Stop! Thief" communicates two messages. First, it lets the thief know that you know they are trying to rob you. It may scare them and make them stop, especially if they thought that you didn't notice them. Secondly, it lets everyone around you know that there is a thief so that they can deal with the situation.
"Thief! Help me!" is more similar to saying 「泥棒!助けて!」but it has almost the exact same effect. People hearing those two phrases will know that you are the victim of a crime and it might make the thief afraid.

When confronted with a situation whereby someone is trying to steal from you it's usually best to scream at the top of your lungs, using words such as "Help!", "Stop" or "Thief" will get your message across. Criminals hate attention being drawn to them and by screaming you will be doing just that. If you're lucky the thief might be startled and run away.

If said in a loud angry voice you might get the thief to back off.

The traditional cry is either "Heeeeelp!!" or "Stop thief!" Usually, when you are alerted to an ongoing act of theft, your cry will make the thief run - hence "Stop thief!"
When you want to shout for help because a person stole something for you, then you may ask for it in the following ways:
-Help! That guy just stole my wallet.
-Somebody help. That person stole my wallet
-Thief! Someone help me!

If someone is trying to steal from you, you need to use a loud, stern voice and shout, "Thief! Stop!" It will alert others nearby that someone is trying assault you. You can keep shouting this as well as, "Please help!" If someone hears this, they will know you need assistance immediately. You can even shout, "Someone help me!" Say it as loud as you can so others will know to come see how to help you.
