I wouldn't say he's a scam artist, because he's not a bad person, but he's a slick talker.
人誑し = scam artist, trickster, swindler
悪意はない = he has no malice/ill will, he's not a bad person
調子良い事を言う人 = a slick talker, someone who says what people want to hear
