日本にはチップという文化が全くないというわけではなく、バーなどではくれる人もいるというとき。

「バーなどでは」=「バーみたいな場所では、」="at places like bars"
「〜て訳ではない」="It's not that....", 「文化」="culture"
バーの店員さん側からの文章だったので、チップを受ける側だから、"receive tips", 「チップを受け取る」、「私たちの文化にチップがない訳ではない」="It's not that tipping is never our culture", もし、「日本にはチップの文化がない訳ではなくて、実は、バーなどではチップする人もいる」と言う文章だと、"It's not that tipping is never our culture, in fact, some people still do at places like bars". 「ここではチップの受け取りをお断りしている」は"We don't accept any tips here."

❶ I wouldn’t say never と言えますよ。
いくつか例えを見て見ましょう〜
例えば、
I wouldn’t say never but we rarely tip.
(全くないというわけではないが、チップ置くことは希だね)。
We might leave a tip at a bar 、but that’s about it.
(バーで置いたりすることはあるが、それぐらいかな)。
または、
I wouldn’t say I’d never date him but the chances are slim.
(彼とは絶対付き合わないというわけではないが、その確率は低いかな)。
