この表現が最もよく聞かれるように思います。
直訳からも分かるようにこの文は受動態で「取られていますか」とその席の現状について訪ねています。あくまでも現状が知りたいので be動詞には現在形の is が使われています。
Someone has already taken this seat.「誰かがすでにこの席を取っている」
This seat has been taken by someone.「この席は（ちょっと前から今にかけて）誰かに取られている」
このように、本来の現在完了で言うと、過去に誰かが席を取ったときから今までの時間を含んで聞いてしまうことになるので、受動態にすると言っても「現状だけが知りたい」場合には
This seat is taken.「この席は取られている」
となり、それを疑問文にした Is this seat taken? が合います。

The most common way to ask if you can sit in an empty seat is "Is this seat taken?" It is both polite and formal. If the person next to the empty seat says Yes, then that means the seat is occupied by someone else. But "Is this seat available?" it still very formal and commonly used, if the person says, "yes, it is available", that means you can sit there. If you see an empty seat you can ask someone near it, "May I sit here/there?" This is very polite and direct. You are asking permission to sit down in that seat. Sometimes, people may not know if you have permission to sit there, especially if you need a ticket.
空いている席に座ることが出来るかどうか尋ねる最も一般的な聞き方は、"Is this seat taken?" です。丁寧でフォーマルな表現です。空いている席の隣にいる人が、Yesと言えば、その席は他の誰かが使用していることを意味します。

1) May I sit here please?
The first expression is a polite way of asking a person if you can sit in the open seat. By using the word "may" you are using a future tense and asking the person if you are able to do something in the future.
2) Excuse me, do you know if there is anyone sitting here?
The second expression is a way of asking a person if you can sit in an open seat by asking the person if they know if the seat is taken. This expression allows you to ask for more then one seat in the case that you need to ask for multiple. The word "here" can reference one or more seats.
3) Are these seats taken?
The third expression allows you to ask someone if the seats are taken but allows you to once again ask for multiple. It is a little less polite then the first two expressions because it is more direct. The question asks the other person if they know if the seats are taken and it directly tells them you want to sit in those seats if possible.

こちらの二つ目の例文は、空席について相手が知っているかどうかを尋ねるときの表現です。複数の空席について尋ねるときにも使えます。”Here"は、一席または複数の席を指す言葉として使えます。
③Are these seats taken?（これらの席はどなたか使用していますか？）
単刀直入な表現なので、上記例文①と②よりもカジュアルですが、こちらの表現も複数の席を指して聞くときに使います。席が空いているかどうかを尋ねると同時に、貴方がその席に座りたいことをダイクレトに意思表示しています。
