Excuse me is a polite way to get someone’s attention. Is this yours is a question as you may feel uncomfortable assuming that the bag is that persons.

If someone walks away without picking up their bag you would simply say 'Don't forget your bag!' this reminds the person that they have not got their bag with them.

forget が「忘れる」で、forgot は過去形の「忘れた」になります。
例：

あなたは何かを忘れていると思います。
If they just got up and are in hearing distance, you can simply say to them, "excuse me, you left your bag here" or "your bag is still here" also " you forgot to take your bag". Otherwise, if the person has gone away and you need to chase after them to tell them they left their bag, you can say "You forgot your bag on the seat" "your bag is still in your seat" "You left your bag on the seat." If maybe they did it on purpose, may be to save their seat, you can say "did you mean to leave your bag on the seat?" People sometime leave the bag on purpose.
相手がまだ立ち上がったばかりで近くにいるなら、次のフレーズが使えます。
