1. Don't hesitate to call me (whenever you want).
遠慮しないで（いつでも）電話してね。
hesitate は「躊躇する」とか「ためらう」の意味です。Don't hesitate で「遠慮しないで」のニュアンスになります。
2. You're free to call me anytime.
いつ電話してもいいよ。
free to は「自由に〜」の意味です。free to call で「自由に電話する」、つまり「いつ電話してもいいよ」になります。
