Bandwagon fanはまさしくワールドカップの時だけサッカーに夢中になってるような人を指します。
Bandwagonとはパレードなどの先頭に立つ楽隊車を指しますが
"To jump on the bandwagon" （直訳は楽隊車に飛び乗る）で「流行に飛びつく」「優勢な側につく」という意味になります。
Fair weather fans are people who only support sports teams when they are doing well ie when the "weather is fair."
If their team is losing, they don't claim to be a fan, but when their team is winning, they act as if they are a fan.
A bandwagon fan is a fan of a team simply because they are the reigning champions/have the most championships/doing the best at the moment.
The second these fans notice that their team is starting to do poorly, they'll jump ship and "hop on the bandwagon" of a different team that is doing well.

The term 'glory-supporter' is used a lot in the UK for people who support a team because they win the most

The opposite of a 'glory-supporter' is someone who supports their football team through the bad
and good.
