If asking about money you can also ask if there is a 'fee' meaning how much it costs/they charge
By saying 'is this free?' you are asking whether is costs money or not
By asking 'How much does this cost?' you are asking how much is it.

A) "Is this for free" is most commonly used and easier to pronounce.
B) "Is this complimentary" is more formal and sophisticated. Complimentary means "given free of charge."

These two expressions mean the samething but are worded a bit different. In these expressions you are assuming that the product you are looking at has a price but you do not know exactly how much it is therefore you are asking. The only difference between these two is preference on how you want to say or the way that people talk in the area you are in.

この二つは使っている言葉が違うだけで同じ意味です。どちらの例も、有料であろうという前提で聞いています。ただ、はっきりとした値段が分からないわけです。
