The water that is naturally in a human or animal mouth is known as 'saliva,' which aids digestion of food and lubricates the interior of the mouth. When this water is formed quickly and noticeably, it is known as 'salivation'. The verb is 'to salivate'.

my mouth starts to water

My mouth is watering - this is an expression used to describe how you feel when you see an item of food that could be your favourite food. Your mouth could start to fill up with saliva or it could be a figure of speech. You could also say that your mouth is drooling when you see this food. This also means that when you see your favourite food your mouth starts to fill with saliva and you are imagining that this food will be very tasty!
