This is a polite way of asking someone to not be so loud. 'Excuse me' is a formal way of gaining someone's attention. You could even be politer by saying "Excuse me sir/madame". Ending questions with the word 'please' is also very polite.
"Could you speak quieter please." - This is a more direct way of asking someone to speak quieter. More like an order rather than a request.

Sometimes we are on an airplane or another form of transportation and someone else is being inconsiderate to the other passengers and is talking very loudly.

I've got a banging headache!, I'm feeling a little unwell, I'm trying to sleep, etc. It makes it more persuasive.

★情報処理プロセス：この場合は、相手もどういう人が分からないですし、ましてや飛行機でしたらこの先何時間も近くに座ることになるので(^^;、ちょっと言葉を選んで差しさわりのない言い方をしたいものですね。
ダイレクトに『頼む』（日本語で言うと、『すみません～少し静かにしていただけますか？』という感じ）という例はすでに出ているので、より間接的で日本人が言いやすい言い方をご紹介します。
