気づいた面白いポイントは、日本語で「ご飯を食べる所」と言いましたが、英語では「a place to eat food」ではなく、「a place to eat」だけです。英語の考え方では、「ご飯以外は食べられないから、言わなくていいでしょう！」。
優しく教えたいなら、例文１の方がいいです。２番目はもっと叱り付けている言い方です。
「走らないで」＝ don’t run ですが、Don’t run around. ＝「走り回らないで」の方がしっくりくるかなと思います。
Let’s go play up there after you finish eating.
【訳】（あなたが）食べ終わったら、あっちに遊びに行こうね。
Let’s go up there after lunch(dinner).
【訳】昼食（夕食）の後にあっちに行こうね。
Let’s go up there. 「あっち行こう」はよく使うフレーズなのですが、upはなぜ入るのか分かりません…ノリで入っている感じです。
最初の文は子どもさん自身もまだ食べ終わってない時で、子どもさんは食べ終わっているけど、お母さんはまだ食べ終わってない時などは２文目かなと思います。
"This is a restaurant, not a playground!" - This is a simple expression to remind a child of the difference between the two places. Restaurant, where you order and eat food. Playground, where you run around and have fun.
"We eat at a restaurant, we do not play here." A reminder of what you do at a restaurant. You eat, you do not play.
"This is a restaurant, not a playground!"（ここはレストランだよ、運動場じゃない）
- ここでは、この二つの場所の違いをシンプルに伝えています。レストランは食べ物を注文して食べる所。運動場は走り回って遊ぶ所。
"We eat at a restaurant, we do not play here."（レストランは食べる所だよ、遊ぶ所じゃない）
- レストランは何をする所なのか伝えています。レストランは食べる所で遊ぶ所ではないと。

Some restaurants have a play area for the kids to play in like MacDonald's, but if there isn't one, then kids can't run around. It is dangerous, they could run into a waiter that is carrying hot drinks or food and cause accidents.

"playground'（運動場）"play area"（遊び場）"amusement park"（遊園地）は、どれも子どもたちが自由に遊べる所です。

should(~すべき）という単語を使うと don't (~するな）という命令形より優しく伝えることができます。

Sit down, please. (ちゃんとお座りしてね）
なども使えると思います。
お子さんに対してもよくpleaseを付けて話します。～しようね、~してくださいのように丁寧な言い方です。お子さんには~しないで‼というより~しようねというほうが伝わりやすい場合もあると思いますので、参考までに

When you see children running around in a restaurant and want to tell them off, you can say something along the lines of "This is not a place to run around and play tag, it is a place to eat food." or "Please do not run, this is a restaurant, not a playground.". Both of these sentences show you are being firm but not mean.
レストランで走り回っている子どもを見て、注意したいなら、次のように言えます。
"This is not a place to run around and play tag, it is a place to eat food."
（ここは走り回って鬼ごっこをする所じゃないよ。食事をする所）
"Please do not run, this is a restaurant, not a playground."

どちらの例でも毅然とした姿勢を示しています。意地悪な感じはありません。
When talking to children it is always good to keep it simple so they understand so you could tell this 'this is where we eat, not run around OK?' by adding OK at the end you are making sure they have understood what you have told them
子どもに話すときは、分かるようにシンプルに言うのがいいです。
ですから、'this is where we eat, not run around OK?'（ここは食べる所だよ、走り回る所じゃない、分かった？）と言えます。
最後の 'OK' は相手が分かったかどうかの確認です。
To a child, whilst in a restaurant etc, you want to say that this is a place to eat food, and not a place to run around.
Either of the above suggestions is suitable for this situation.
