We can be vague or general in expression. For example: -I want to improve my English. -I want to be better at English. Finally, if necessary, you can express which aspect of English you are referring to. For example: -I want to improve my speaking ability. -I want to be fluent at speaking English. -I want to communicate effectively in English. Remember that we always have a variety of options. These are merely a few.

Saying "I would like to speak English more proficiently." means that you would like to be at a higher level of English than the level you are currently in. "My aim is to speak English fluently." - using the word "aim" you are saying that it is your goal to speak English fluently. "I would like to be better at English" - means that you see that you have room for improvement with regards to your English proficiency.

I'm going to get better at English! = Here you are expressing your determination to improve your English generally - which, of course would improve you fluency. 'Going to' = we use this structure for a definite and predetermined plan for the future. "I'm going to pass my exams and then go straight to university." I wish I were.... = we use this form when we imagine we are in an alternative situation which is desirable at that time. "I wish I were a magician and had a flying carpet!"

In my opinion, this is the best way to say it. I want to improve my English speaking skills. - This means that you would like to be better at speaking English.

I want to be more natural with my English - natural is probably be a better word than fluency as it is very difficult to achieve fluency in any second language especially with English as you have British, Australian, American English which are all different in dialect. The easiest would be American English as it is quite contained and things mean what the mean and British being the hardest as the language is a lot vaster and things can mean completely different things. But natural will work with your free flow speech, pronunciation, accent etc. This completely is dependent on your English skills already though I am afraid.
