「発生」は occurrence と言います。これは名詞です。土砂災害の発生は the occurrence of a landslide や the occurrence of landslides と言います。

発生するというのは主に “occur”, “happen” が使われます。この二つの違いとしては、より偶発的で漠然としたものが “happen”、より特定的でフォーマルなものが “occur” となります。
